While program management roles face intense localization pressure, Monitoring & Evaluation (M&E) remains highly centralized, well-compensated, and resilient to sector shifts.
Why M&E?
Every donor-funded project requires proof of impact. Donors mandate that 3-5% of total project budgets be dedicated to M&E. This creates a massive, structurally guaranteed job market for data analysts, evaluators, and learning advisors.
Unlike "Program Officers" whose skills are highly context-dependent (e.g., agricultural development in Mali), M&E skills (econometrics, survey design, statistical software) are universally transferable across sectors and geographies.
Core Competencies
- Quantitative Methods: Deep understanding of RCTs, quasi-experimental designs (Difference-in-Differences, Propensity Score Matching).
- Software: Stata or R are mandatory for rigorous evaluation. Python is increasingly valued. Excel is insufficient for senior roles.
- Survey Design: ODK, SurveyCTO, or Qualtrics programming, plus complex sampling methodologies.
- Theory of Change: Ability to translate vague donor goals into verifiable logical frameworks (logframes).
